In November 2003, SME Gateway was created to help SMEs access work following a major change in Government procurement policy resulting in the establishment of panels with restricted membership. The structure of the panel system and panel membership heavily favoured the larger primes. To address this, SME Gateway was established by creating a 'structured prime' (Tier 1) and is now one of the largest Australian owned ‘SME based Professional Services Providers’ in the Defence and the Government Contracting sectors. The 'prime' model developed, ensures 'single point contract managementwithall work completed by our SMEs'.
The model developed in 2003 and still in operation today ensures:
Clients have an effective, reliable single point of contact and contract responsibility,
Access to significant Australian SME capability;
Project delivery via effective collaboration of a number of SMEs under a single management and governance framework;
Fixed, low cost management fee contained within the Members tender pricing;
A non-competitive Prime - all work going to our Members;
Collaborative framework linking all capability;
Contract management, invoicing, rapid payment process; and
SME visibility to the client - co-branding of all activities.
Our SME Membership has grown from the initial 40+ in 2004 to over 420 SMEs and growing weekly. Our SMEs capabilities extend across ICT, Security, Cyber Security Support Services, Specialist Engineering and Science Disciplines, Consulting, Project and Change Management, Major Asset Acquisition and Sustainment Logistics, Business Support Services, Procurement Systems, Education, Infrastructure and Training, among others.
Current Government budgets impose cost constraints while still requiring the delivery of services and/or capability. Our clients can access SME capabilities more cost effectively through SME Gateway than going through the conventional prime subcontracting processes.
